Sub: Clarification of Fee for Booking of Postal Ballet Papers-regarding.

Ref: SSPOs Secunderabad Dn email dated 5-5-2014.

        This is regarding clarification on treatment of Postal ballot papers on their return Journey.  It is reported by some of the units that public are demanding to book the postal ballot papers under Speed Post/Registered Post.

        In this connection , it is clarified that,

“ Postal Ballot papers on their  return journey from the voters will t be transmitted as SERVICE UNPAID  as unregistered mail and will be delivered to the Returning officers on recovery of necessary dues in cash by the delivery post offices.  The postmaster of the office of destination should open the  LPCs immediately on receipt in the Post office and arrange for expeditious delivery of the contents to the Electoral Officers/Returning officers concerned.”

In any case ballot papers are to be delivered to Returning Offices without detention and the issue of postage due will be taken up with Directorate/ Election authorities/Relating authorities.  The concerned Post offices should maintain an account for this purpose.

However, Divisions to keep an account, for making a claim if there is a provision.
